새로운 공공청사의 구현 (New Public Building)
수자원 공사는 우리나라의 수자원을 총괄적으로 책임지고 다루는 주요한 기관이다.
대부분의 공공건물이 권위적이고, 답답하고, 대중과는 단절되어 있는 것에서 탈피하여 새 통합운영센터는 새로운 공공건축을 구현하길 원했다. 그것은 물, 자연 그리고 사람을 강조하는 수자원 공사의 모토와도 일치하는 것이었다. 프로그램의 재구성(Re-Programing)과 재구축(Re-Structuring)으로 시도해 보았다. 공공성이 높은 민원실, 전시시설, 체육시설, 교육체험시설 등을 저층부에 배치하고 그 사이에 자연과 오픈스페이스를 결합하였다. 보안을 요하는 수(水)운영 관리시설과 업무시설은 상층부에 ‘들어올려’ 기능성의 확보와 열린 청사가 가능하게 되었다.

그 열림 속으로 바람이, 물이, 자연이 그리고 사람이 넘나들게 되었다.

도시적 건축 (City Scape) - 과천 도시 문맥에서 새로운 생태 풍경 창조
과천이라는 도시는 독특한 매력을 가지고 있다. 관악산과 청계산이 병풍처럼 펼쳐져 있고, 도시는 자연과 건축으로 적절하게 얼개를 짜고 있다. 정부 종합청사 앞의 잔디 광장이 바로 인접해 있고, 관악산, 청계산을 잇는 통경축이 대지 모서리를 가로지르는 통합운영센터의 땅은 새로운 가능성을 내포하고 있었다. 우리는 건축과 땅이, 단지 인공 조형물이라기 보다는 대자연과 도시 맥락을 동시에 받아들이고 탄력적으로 대응하는 건축과 외부 공간(생태공원 등)으로 이해하였다.

땅과 하늘 사이에 위치한 센터는 열린 공간과 유리 위로 떠 있다.

땅의 건축 (Land-Scape-Architecture)
건축가 김준성과 협업하면서 가장 많이 고민한 부분이 땅의 건축화였다. 기존 착수정(물을 잠시 저장하는 곳)을 복개하고 새로운 땅을 생성하는 것은 조건이자 도전이었다. 우리는 땅을 해석하고 그 의미를 부여하는 것에서 출발하였다. 기존의 지형과 착수정, 가압장 등의 기존시설등을 땅의 띠(Land-Band)로 재해석하였다. 그리고 그것을 프로그램적 요구에 의해 융기시키고 조정하면서 땅(Land)을 풍경(Scape)화 하고자 하였다. 그 위에 건축을 삽입하고 점유시킴으로써 건축은 땅의 풍경과 조심스럽게 하나가 된다(Land-Scape-Architecture). 기존의 절개된 대지를 복원하고 인공 구조물인 착수정과 가압장을 지하화하고, 그 위에 생태 공원을 조성한 새로운 땅에 사람이 회유하는 풍경을 구축하고자 했다.

땅과 건축 그리고 인간과 자연이 한 하늘아래 흘러간다.

The Korea Water Resources Corporation is an institution that nationally operates and manages Korean water resource. Unlike other public authorities being isolated from public, this new operation center desires to invite public and embraces water, nature, and human within its territory. On the ground floor, open spaces are strategically located in between public programs such as public affairs, exhibition hall, sports facility, and educational training rooms. The upper volume with limited public access is lifted up and layered with transparent frames and glass surface, which satisfies the functional needs as well as expresses welcoming image to the public. Gwachon is an attractive city.
Gwan-ak Mountain and Chung-ge Mountain beautifully drape around the city. Architecture and Nature harmoniously interweave within the urban structure. The axis connecting two mountains? Gwan-ak Mountain and Chung-ge Mountain? penetrates the site diagonally from one corner to the other, which seemed to imply a significant premise to the project. Architecture and landscape, beyond being constructed artifacts, should comprehend and actively respond to the natural environment and urban context.
Designing with Jun-Sung Kim, we heavily discussed on the integration of architecture and landscape. It was a given condition as well as a challenge to rebuild the existing reservoir and reclaim the land. We initiated the design process by analyzing the landform and its character. We studied the existing topography and infrastructure of the site, such as reservoirs and pump stations, and reinterpreted them as ?and-Band?Then, we manipulated and reconstructed them according to the programmatic requirements. When the building was in place, Land, Scape, and Architecture became a combined entity (Land-Scape-Architecture). Reconstructing landform, locating infrastructure underground, and providing an ecological park on the ground were to invite public to the site and create an enjoyable scene. Land, Architecture, Nature and People intermingle under the sky...
