역사도시 쑤저우의 경계에 위치한 쑤저우 산업단지(SIP, Suzhou Industrial Park)는 최첨단 전자산업 및 제약시설을 유치하는 건물전체가 24시간 커뮤니티 공간으로 계획되었다. 높은 완성도로 새롭게 지어진 이 단지는 국제적인 품격의 주거 및 교육, 도시, 문화, 휴양시설을 거주자와 방문객들을 위해 제공한다. 건물은 산업단지의 2단계 개발지역인 행정센터 내에 위치한다.

Program
겐웨이 타워에는 세무국이 입주한다. 3개 층의 저층부는 세금 징수과 관련된 공공서비스 영역으로 구성되며 카페테리아, 상점뿐만 아니라 로비나 거리에서 쉽게 접근할 수 있다. 20층의 타워는 오피스 공간으로 계획되고 최상층에는 컨퍼런스 센터가 위치한다.

Concept
건물은 쑤저우 산업단지 내 행정청사의 남서쪽 모서리에 위치해, 단지의 랜드마크로 디자인 되었다. L자형 평면은 인접한 건물의 평면을 거울처럼 좌우로 뒤집어 놓은 형태이다. 타워의 형태는 두 개의 매스가 정교하게 교차하며, 하나의 매스는 수평적인 멀리온을 강조하고, 나머지 하나의 매스는 2개 층 간격의 격자패턴을 강조한다. 타워와 포디움의 서측 입면은 두드러지게 경사진 형태로 계획되었다. 주출입구는 유리로 감싸진 3개 층 오픈 된 드라마틱한 로비로 정의된다. 로비에서 가장 큰 특징은 노란색 바탕위에 유리패널로 싸여진 엘리베이터 코어이다. 그리고 산업단지 전체를 흐르는 운하가 저층부 포디움과 타워 사이를 관통하고, 두 건물을 바닥, 천장, 벽면 모두 유리로 제작된 브리지가 연결한다.

On the edge of the historic city of Suzhou, the Suzhou Industrial Park(SIP) is a fully planned, 24-hour community designed to attract state-of-the-art electronics and pharmaceutical manufacturing facilities. This complete and newly constructed town offers international-quality housing, educational, civic, cultural and recreational facilities for residents and visitors. The building is located in the second phase of the SIP, in the development? Government Center, for which the firm also created the master plan.
Program
The building houses the tax collection bureau. The three podium floors provide public contact areas for tax collection, which can be accessed from the street or the lobby, as well as a cafeteria and retail. The 20-story tower provides office space with a conference center on the top floor.
Concept
The building is designed to serve as a boundary marker for the SIP Government Center, sited on the southwest corner; its L-shaped plan is a mirror reflection of an adjacent building. The tower? massing is distinguished by the articulation of two interlocking forms: one emphasizing horizontal mullions, the other a two-story grid pattern. The west facades of the tower and podium taper slightly to provide a distinctive profile. The main entrance is defined by a dramatic, glass-enclosed three-story lobby. A prominent feature of the lobby is an elevator core that is clad with yellow back-painted glass panels. An extension of the SIP canal system runs between the podium and the tower, which are connected by a bridge featuring a floor, ceiling and side walls built entirely of glass.

SIP Government Center Master Plan
Goettsch Partners는 중국 쑤저우의 고도시와 가까운 쑤저우 산업단지(SIP) 내에 283,000㎡ 규모의 여섯 개 건물로 구성된 행정청사 마스터플랜 국제현상설계에 당선되었다. 주 행정 건물과 새로운 시청사 계획을 포함하는 이 현상설계는 쑤저우 산업단지의 실질적이고 상징적인 중심에 해당하는 프로젝트이다. 건물은 중심상업지역 1단계 사업의 일부로 진행되며, 앞으로 개발될 산업단지의 미래를 결정할 초석이 될 것이다.
행정청사 마스터플랜과 21층, 80,770㎡ 규모로 지어질 행정본부는 SIP의 상징적이면서 실질적인 필요에 의해 계획되었다. 마스터플랜 상에서 행정본부는 행정센터 전체의 핵심기능으로 설정돼 중앙에 위치한다. 오피스 영역에 지어지는 첫 번째 건물로써 행정본부는 쑤저우 산업단지의 미래지향적인 이미지를 나타낸다. 건물의 입면에는 고전적이면서도 시간을 초월하는 건축, 국제적이고 현대적 감각의 디자인 개념과 최첨단 기술을 반영했다.
GP는 차별화된 이미지와 기능성 및 융통성, 시간을 초월하는 입면재료 등을 통한 디자인적 우수성으로 프로젝트를 맡게 되었다. 현재 시공 중인 신 행정본부는 현대적인 외관과 건물 내부를 관통하는 콘텍스트를 특징으로 한다. 공공건물의 접근성은 효율적인 사적 영역의 범위 내에서 균형 있게 계획되고, 대규모 건물이 갖는 스케일은 투명한 매스와 세부적인 디테일을 통해 의도적으로 상쇄시켰다. 마스터플랜과 신 행정센터의 첫 번째 건축계획과 아울러, GP는 행정센터 내에 현재 시공 중인 연면적 60,000㎡ 규모의 복합 오피스 건물, 1999년 완공된 51,100㎡ 규모의 쑤저우 국제 타워, 오는 겨울 착공예정인 5성급 456객실의 쑤저우 호텔을 각각 설계했다.
싱가포르와 중국 정부가 최초의 합작 개발로 1994년 설립한 쑤저우 산업단지(SIP)는 중국의 글로벌화를 여는 상징으로 부상하고 있다. 중국에서 가장 빠르게 성장하는 쑤저우 산업단지에는 60만명으로 추정되는 인구가 거주한다. 단지 내 이미 1,300개 이상의 국내외 기업들을 유치했으며, 그 중에는 포춘지 선정 500대 기업들이 포함된다. 뉴스위크와 뉴욕 타임즈는 쑤저우 산업단지를 세계 9대 신기술 도시 중의 하나로 선정했다.

Through an international competition, Goettsch Partners was selected to design the master plan of a new 70-acre, six-building government center in China? Suzhou Industrial Park(SIP), a new community adjacent to the Suzhou Old City. The competition also included the design of the government center? main building, a new city hall, to serve as a physical and symbolic center for SIP. This building would be part of the first phase of the commercial core district and set the tone for future development. The Government Center Master Plan and design of the 21-story, 869,400-square-foot Administration Center address both the symbolic and physical needs of SIP. The master plan positioned the Administration Center as the focal element of the plan, centrally located in the government center. As the first building in the new office sector, the Administration Center embodies the future aspirations of SIP. The building reflects classic, timeless architecture and incorporates international contemporary design concepts and state-of-the-art technology.
Goettsch Partners was awarded the commission based on a design that provides a distinctive image, addresses functionality and flexibility, and utilizes materials that lend a timeless appearance. The new Administration Center, now under construction, features a modern exterior form and context that is carried through in the building? interior. Accessibility of public areas is balanced with the necessary restrictions of private spaces, and the building? large scale is intentionally broken down through clear massing and careful detailing.
In addition to designing the master plan and first building for the new government center, Goettsch Partners designed the government center? 645,000-square-foot Conglomerate Office Building, which is also under construction; the 550,000-square-foot Suzhou International Tower, completed in 1999; and the new five-star, 456-room Suzhou Hotel, which will break ground in December.
SIP, established in 1994 in a first-of-its-kind joint development between the governments of Singapore and China, has emerged as a symbol of China? globalization. The country? fastest-growing industrial park is also a city unto itself with a projected population of 600,000. SIP has already attracted more than 1,300 national and international businesses, including Fortune 500 corporations and local companies. Newsweek and The New York Times have named SIP as one of nine leading “new tech” cities worldwide.
